India Halves Scotch Tariff, but Shelf Prices Fall Under 10%

India cut its import duty on Scotch in half, but drinkers are not getting half-price whisky. A bottle of Johnnie Walker Black Label in Uttar Pradesh will cost ₹2,830 ($29/£22) from Saturday, roughly ₹250 less than today, a drop of about 8%. The gap between the headline tariff and the shelf price comes down to how India taxes alcohol.

The News

Under the UK-India trade deal, the duty on Scotch fell from 150% to 75% in July. States that have started repricing have mostly taken between 6% and 15% off a bottle. Diageo, which owns Johnnie Walker, forecast falls of only 7% to 9% across its imported Scotch before any bottle was repriced, according to Ambrosia India.

The math explains why. Customs duty is charged on a bottle's assessed value at the border. A bottle valued at ₹100 used to carry ₹150 in duty, for a total of ₹250. At 75%, the same bottle costs ₹175 once duty is paid. The rate was halved, but the duty-paid cost fell by 30%, not 50%.

That is only the start. Alcohol in India is taxed by the states, and each one adds its own excise duty, VAT and trade margins on top. Working backwards from the Uttar Pradesh prices, the customs-inclusive cost of a bottle was probably close to a third of its shelf price before the deal. A 30% cut on that slice works out to roughly a tenth off the final price.

The rest of the Johnnie Walker range in Uttar Pradesh is being repriced on the same day, according to the Times of India:

  • Red Label: ₹1,910 ($20/£15) to ₹1,740 ($18/£14), roughly 9%

  • Black Label: about ₹250 lower, around 8%

  • Blue Label: ₹15,400 ($160/£121) to ₹14,460 ($150/£114), just over 6%

Why Prices Vary Across India

Because each state sets its own taxes and margins, the same tariff cut lands differently from state to state. Maharashtra, Rajasthan, Goa and Uttar Pradesh have already repriced. In those states, J&B has reportedly fallen from about ₹2,300 ($24/£18) to ₹1,700 ($18/£13), a cut of roughly 26%. A drop that large cannot come from the tariff alone. Either a state lowered its own taxes or a brand or distributor accepted a thinner margin.

Delhi is moving through paperwork. On October 5, its excise department told L-1F wholesalers to apply for lower prices on qualifying UK-origin spirits, according to the Hindustan Times. Each application needs a revised cost card, a recent Bill of Entry and the reference number of a certified Origin Declaration. The department says customs duty is a direct component of its maximum retail price formula. Officials have also said that bottles already in warehouses and shops were cleared under the old 150% duty, so lower prices may wait until that stock sells through or be handled separately.

The Story of Johnnie Walker

Johnnie Walker began in 1820 in Kilmarnock, Scotland, when grocer John Walker opened a shop selling groceries, wine and spirits. His son Alexander "Alec" Walker and grandson Alexander Walker II did much to turn the family name into a favored whisky brand. The company bottled in Kilmarnock at its Hill Street plant, once the world's largest bottling plant, until Diageo closed it in 2012.

Today it is the world's best-selling Scotch, with reported sales of 20.3 million cases in 2025. India is one of the brand's important markets, and the Red, Black and Blue Label bottles in this story sit at very different price points.

Tonights Poison Take

India is a huge Scotch market, and the tariff cut is real news for brands and importers. But a halved duty does not mean halved prices. States control most of what ends up on the tag, and the biggest drops, like J&B's, appear to involve more than the tariff. Expect shelf prices to keep shifting unevenly from state to state, and watch how Delhi handles old stock.
